<XML Viewer/> was developped with Python 2.5. In order to use the source files you must have a stable release of Python 2.5 or higher. Furthermore, <XML Viewer/> uses wxPython for it's GUI so you'll have to install that too.
Here are links to the download pages for those two requirements. If you don't want or can't install those, there is also a Windows binary available.
